Ciolos: Romania, a substantial additional state funding recipientin the EU draft budget

Romania will be a substantial beneficiary state for additional funds,at least for the common agricultural policy and cohesion policy,said Thursday Commissioner for Agriculture, Dacian Cioloş, afteradoption by the European Commission EU draft budget for 2014-2020.

 

"There will still be negotiated many of the European Parliament and the Council of Ministers, but since the budget proposal that makes the European Commission, Romania starts as a beneficiary State additional funds if they were to refer only to agricultural policy policy and cohesion policy, "said Cioloş.

 

He said in a statement that the budget proposal is designed in a difficult environment in terms of economic and financial pressures.

"It's a good budget proposal weighed, a solution that we hope will prove feasible both economically and politically and will enjoy support from EU Member States and the European Parliament," said Cioloş.

In his opinion, is a budget that will enable the EU to meet major challenges faced on the one hand, creating growth and jobs, with answers Cohesion Policy, European Social Fund, education, the other with food security and efficient management of resources which meet their common agricultural policy.

The CAP remains the most important in the EU budget with an allocation of 371.7 billion euros, plus extra leeway of 15.2 billion euros. A total of 386.9 billion euros in 2014-2020 will be available for European agriculture.

Basically, the cost of the Common Agricultural Policy (CAP) will be maintained at their level in 2013.

"It is a good basis for reform that I propose to maintain the structures and solid for the CAP, both in terms of direct payments and rural development program. It is also a budget that reduces the differences between East and West, between payments that farmers receive from old and new Member States, "said the Commissioner.

He added that Romanian farmers will benefit from a significant increase in direct payments.

Ciolos explained that direct payments will remain the main instrument to support farmers' incomes, and this support will be allocated in a fair, a significant strengthening competitiveness and sustainability of eco-agricultural sector, both for large farms and for farms small.

Also be kept strong rural development programs with a consistent level of support as an important pillar of the future common agricultural policy.
